It is a legal requirement for all businesses in New Zealand to meet requirements set out in the Health and Safety at Work Act 2015 (HSWA) and the Health and Safety at Work (General Risk and Workplace Management) Regulations 2016.
While other Standards and Codes of Practice can be used to support the requirements set out in the Act and Regulations, it is now compulsory for Asbestos Removalists in New Zealand to follow and have a Safety Management System certified to the Australian/New Zealand Standard 4801, Occupational Health and Safety Management System, or BS OHSAS 18001:2001 Occupational Health and Safety Management Systems.
To help make it easier to understand what should be in a safety management system, WorkSafe NZ have produced this graphic that outlines the common features of a system. This is based on the 18001 standard but is relevant to 4801.

April 2018 Certification Deadline
Your Asbestos Removal Licence will become invalid if you do not have a certified system by 4 April 2018. This means you must stop working to remove asbestos until you have a valid licence. It takes time to develop a system and have it audited and certification will depend on how well developed your SMS is.
